Your salary numbers prove nothing other than the fact that the fire department hasn't hired any new employees in almost three years, and the police department has. Now if you want to compare the pay of a third year FF and a third year Patrol Officer you'd see that, again, the hourly rate is nearly identical. You're point is even less salient when comparing 4th year employees as the FF salary remains unchanged while the police officer surpasses them in both hourly rate and weekly pay. And Police are eligible for step increases a year earlier than FFs.
