New chief delivers with $25K fire truck purchase

The Warwick City Council approved during their meeting on Monday night the purchase of a pre-owned ladder truck from the Town of Westerly for $25,750 – a welcome contrast to cost estimates ranging from $850,000 to $1 million for a similar truck if it were bought new.

The vehicle, a 1994 Simon Duplex LTI ladder truck apparatus, has just 18,811 miles, despite being a regular service vehicle in Westerly until it was recently put up for sale. It would be assigned to Ladder 1, located at the city’s fire headquarters in Apponaug, and would bring the city up to a full complement of three ladder units.

The current ladder truck stationed at Station 1, a 1998 model, will be sold, as it is beyond a point of repair or use even as a reserve truck, according to Fire Chief Peter McMichael, who reported on Wednesday the truck would require about $125,000 in repairs to get back into service.

The “new” truck is equipped with a 110-foot ladder that can be utilized to rescue trapped fire victims from upper story buildings and can deliver large volumes of water from an elevated position. It can also be used to provide structural fire search and rescue operations and building ventilation – in addition to other included features, such as six ground ladders.

The ladder truck passed inspection last week, which was one of the conditions necessary to be met prior to the purchase being approved. McMichael said during testimony before the council finance committee that Solomon played a role in getting the asking price down from $35,000 by reasoning that some modest repairs would be needed to get the truck ready for service. McMichael said most of those repairs were underway or had already been performed on the vehicle. He said the vehicle would be put into service as soon as the purchase transaction is finalized.

Solomon said through a release that the condition of the truck, coupled with its low mileage, “will ensure that it remains in the department's fleet of vehicles for years to come.” McMichael noted during Monday night’s meeting that a similar, brand-new ladder truck would cost anywhere from approximately $850,000 to $1 million.

“We recognized the city does not have the funds to make that kind of purchase right now,” McMichael said, giving credit to battalion chief Tom Bradley of the fire department for finding the vehicle. “This is the best priced and best conditioned type of vehicle that we've seen in our search.”

McMichael hesitated to put a definitive time frame on how long the vehicle would be in frontline service for Warwick, but said he wanted to get at least a few years out of it while the department finds a more permanent solution. Ladder 2, located at Station 2 on Post Road, is a 2010 vehicle that was purchased in 2012. Ladder 3, located at Station 4 in Bayside, is a 2015 model. A fourth ladder truck is currently out of service due to needed maintenance, McMichael said.

“I'm under no misconception that this is a 10-year vehicle,” McMichael said. “But what I’m hoping to do is put this on the front for a couple years and find a new piece and then use it as a reserve.” He said the department was already sending out grant applications to the federal government for new trucks to continue updating the fleet.

Praise for the purchase was widespread.

"Rhode Island's communities, both large and small, face fiscal constraints even as they work to provide essential services to their residents," Solomon said in the release. "It's important to explore a variety of options as we balance the needs of our City with the realities of our budget. This transaction will be mutually beneficial to both fire departments, and I thank Interim Chief McMichael and Westerly Chief [John] Mackay for working cooperatively on this transaction."

Firefighter union president Michael Carreiro lauded the purchase, saying it was “great for taxpayers” and a “step in the right direction” towards shoring up the department’s equipment needs.

The city council was likewise praiseworthy of the efforts from the fire department to procure a functional vehicle at an affordable price.

“I'm pleased to see the efforts made…kudos to the fire department, to your firefighter who spotted it and to Mayor Solomon for using his previous experience in the vehicle business to get us an even better price on the vehicle,” said Ward 5 Councilman and finance committee chair Ed Ladouceur. “I think this is very important because, again, it goes to what we've been working on so hard for the last two or three years about doing a little more with a little less. This is exactly what we need to be doing.”

Ward 3 Councilman Timothy Howe pointed out that, between this vehicle purchase and an earlier purchase approved in January for a new special hazards truck through a federal grant – in which a $700,000 vehicle was purchased for a price of only $74,362 – the fire department has saved over $1.7 million on two trucks (assuming the $1 million estimate provided by McMichael mentioned earlier for the cost of a similar truck bought new).

“This is really an outstanding purchase and it's a great opportunity,” noted Ward 7 Councilman Stephen McAllister. “Hopefully, we can find more opportunities like this.”

    I don’t know what’s worse...Westerly’s leftover 25 year old truck (if it’s a 94) or a Fire Chief that cannot count past 10. That’s not even addressing Ladouceur pumping Solomon’s tires over this acquisition.

    My compliments to the Mayor on this one. WFD wants everything. New trucks, best salaries and over the top benefits.

    Am I the only taxpayer who thinks we can no longer afford the WFD ? Start with hiring a private company to do rescue runs. That way we can cut the dept by 70 %.

    Mayor play hardball with the WFD in the new contract. Eliminate most of their benefits and the one remaining cut to the bone.

    Folks, I am a little concerned... The last few weeks there has been numerous articles that would have certainly generated comments from the Taxpayer's Mayor... But there has been nothing. What is going on? Did I miss something? Is he ok? I looked forward to Tuesday's and Thursday's Warwick Beacon online. I would look at the title of the article and see how many comments there were. I'll admit, I never truly read the articles, but boy-oh-boy, I could wait to read the comments... I was like a child on Christmas morning. The comments going back and forth between the Taxpayer's Mayor, The Captain, Juntanidiot, Scal, Bendover, Cat, Wwkvoter, etc. was comedic gold!

    I hope they all haven't abandoned this forum; I wouldn't know what to do on Tuesday and Thursday afternoons... I really don't want to actually read the articles...

    My apologies if I didn't pay tribute to or give kudos to the "other" commenters... I was trying to remember you all, but its been so long, that I couldn't remember everyone... Please come back Mr. Taxpayer's Mayor, your absence has put a huge damper on my afternoon "chuckle time."

    At $850,000 to $1,000,000 a new ladder truck would cost $28,000 to $33,000 a year over 30 years (I don't know how long ladder trucks are kept as front line trucks but this truck is replacing a 1998 which is only 21 years old). If trucks are replaced after 25 years that's $34,000 to $40,000 a year.

    At $26,000 this purchase sounds like a good investment. Congratulations to the people that made this happen.

    Patient Man,

    There are NFPA guidelines for replacement of fire engines and ladder trucks. Typically 10-15 years for an Engine and 15-20 for a ladder, as a frontline (everyday) truck. Obviously smaller departments don’t use equipment as much so these are just guidelines. Engines 5 is approaching 20 years old. Engine 8 is 24 years old. Engine 2 is 15 years old. Engine 1 is around 12 years old. The members of the department have written many grants for new fire trucks. Replacing many by grant. (City only pays 10%). The city has only purchased 1 or 2 fire trucks at full value in over a decade. We have been doing more with less for a while. We will continue to make due with what we are provided. Warwick is not a “slow” department, we do in the area of 18,000 calls a year. Hope that gives you some idea of expectancy.

    WFD makes 18k runs a year. What Jimmy didn't tell you 70% or 12600 of those were rescue runs. Privatize the rescue componnet of WFD and the taxpayers would save millions.

    Finance committee the other day said they expected over 3.6 million in Rescue income. That number goes right into the general fund, not back to the fire department. If you want to lose that money then go ahead and try to privatize. For profit doesn’t mean better service.

    I'm sure the FD has put a few dozen miles on each truck going to the supermarket. How dare they interact with the public and patronize city businesses. The Horror!

    But, you do realize that in places that run seperate fire and ems systems that the fire department still responds, right?

    And call volume is only one aspect of adequate fire department coverage. NFPA guidelines dictates the ability to have a minimum number of firefighters on scene within a given length of time. In light of that you can't simply cut the department by x% because fire call volume has dropped x% over time. Because, fires do still occur and, when they do, you need to have adequate personnel to extinguish them. Given that FD personnel need to be stategically located around the city anyway it only makes sense to then have them respond to EMS calls because it impoves services by lowering initial patient contact times, and it provides adequate manpower in the event a patient is critical, has mobility issues, or in any number of other scenarios where having only two people simply isn't enough.

    In regards to the "new" ladder truck. This is a positive development in the short/medium term for the department. Given the price tag and the apparent condition of the truck its a positive to put it in service. For almost a year at this point, the major commercial and industrial areas of the city(RT 2/Jefferson Blvd) haven't been covered by an aerial apparatus at all! Ladder 1 has at various times been an out of town engine, an old WFD engine with a broken pump, an out of town ladder truck, an old police crown victoria, and a pick up truck. For a city and department the size of Warwick, that is dangerous and unacceptable. But this "new" truck remains 25 years old and is not a permanent solution. The need for a new ladder truck remains. The firefighters have been insrumental in saving the city millions in new apparatus purchases over the last decade through grants, but Warwick is still in desperate need of equipment upgrades.

    I stand by my statement. The taxpayers can NO LONGER AFFORD the WFD. The WFD has overplayed their hand for years and we have had enough.

    I doubt the rescue has generated over $ 3 million in income. Show the expenses associated with this....show salaries, pensions and lifetime healthcare costs.

    If we privatize the WFD rescue we could save millions.

    Get Real, if the city privatized rescue runs those pension costs wouldn't just magically disappear. The city would still be on the hook for all benefits (remaining sick, vacation etc) and would still have to pay out pensions to those in the current system. Not to mention the city would still be taking on all of these costs while paying a private company to operate rescue runs. The city would also be paying the remaining members of the WFD who were not assigned to work rescue runs, so that cost would not just disappear either. It's a great talking point and some might even buy into it but in reality I don't think it will save that much money in the long run.

    The WFD spin is working overtime. Their cost being 7% of the budget is a fallacy. It doesn't take into account their pensions, healthcare etc. Those are a separate line item in the budget.

    I agree that the WFD has priced themselves out of the market. Solomon has to make MAJOR Changes in their new contract.

    We simply DO NOT make enough money. Our new members starting pay is only $68,255 which does not include things such as uniform allowance, clothing maintenance allowance, and 14 days of holiday reimbursement. It is much more dangerous than a police officer whose starting pay is $43,825. You people should all get second jobs so that we can be allowed to make a realistic salary and not be forced to live on such short money.

    I'm sure those numbers are all accurate. They're also irrelevant. You lied about firefigher starting pay.

    Your salary numbers prove nothing other than the fact that the fire department hasn't hired any new employees in almost three years, and the police department has. Now if you want to compare the pay of a third year FF and a third year Patrol Officer you'd see that, again, the hourly rate is nearly identical. You're point is even less salient when comparing 4th year employees as the FF salary remains unchanged while the police officer surpasses them in both hourly rate and weekly pay. And Police are eligible for step increases a year earlier than FFs.

    You claim to have all the documents but evidently you can't be bothered to read them.

    The numbers aren't irrelevant. These numbers don't include the benefits (pensions and healthcare).That's adds about 60% to those salaries.

    The taxpayers can NO LONGER afford it and the Mayor and City Council better start doing something about it. Solomon has to make drastic cuts to the fire contract.

    The reason Mr. Cote is using new screen names stems from the backlash he received from thousands of decent people after he and his girlfriend showed up uninvited at a funeral, harassed a grieving family, took pictures at the funeral home, and then posted them all over the internet. He has lost what little credibility and dignity he ever had, and has resorted to using the new screen names in a pathetic and cowardly attempt to hide his true identity, as he is ashamed to use his former screen name. Maybe he has finally learned that his rude and disrespectful behavior comes with consequences and that people see him for what he truly is-an angry and irrelevant troll.

    What is your problem with the Cole family Mr. Cote? We all know you hate the firemen, you hate the teachers, and you hate the city in general, but harassing the family of a deceased man could actually be the most disgusting behavior you have ever exhibited. Mr. Cole and the Cole family never did a thing to you, but it was you and your mistress who took it upon yourselves to trespass at Mr. Cole's funeral, harass his grieving family, and then to add insult to injury, the two of you had the unmitigated gall to post the pictures of your dirty deeds all over the internet. While everyone in the city knows about your extensive criminal past and arrest record, your bizarre behavior at the funeral of a deceased person was a new low for you and your girlfriend, and all we can hope for is the two of you might some day find it in your hearts to apologize to Mr. Cole's family, and do something to clear your names, as they are both something less than mud at the present time. Please do the right thing and apologize Mr. Cote-it will go a long way in clearing your conscience.

    I 100% agree with Jimmy about the headline. It was a done deal before the new chief arrived so why they gave him the credit is beyond me. The grant requests were done by the firefighters and it did save a ton of money so they really should be given the credit.

    That being said, would it be better to have an older truck than no truck? We were borrowing trucks form other departments so I would think it would be better to have a dedicated truck back. Or I could be wrong - who knows.

    It is disgusting how Steve Cullen is a captain, or even if he were retired, it doesn't look good for the honorable Warwick Fire Dept. Allowing his wife to have sex for money to rip off an old man in Connecticut, not to mention the scam he was running on a foreclosed property in Cranston and a phantom daycare in Westerly, really tarnishes the brotherhood. Warwick deserves better, they have better, and Mr. Cullen should be stripped of everything for bringing such disgrace to the department and a pathetic excuse for a human being.
