The WFD spin is working overtime. Their cost being 7% of the budget is a fallacy. It doesn't take into account their pensions, healthcare etc. Those are a separate line item in the budget.
I agree that the WFD has priced themselves out of the market. Solomon has to make MAJOR Changes in their new contract.
