Almost forgot this one thing.

How was it that in the "pay freeze" period of 2013-15, (that they brag about saving the taxpayer so much $$), how did we pay and additional $9,921,274 in wages and benefits? I wonder if the Daydreamer can offer any explanation to these numbers that come directly from the city budget documents? Anyone care to chime in?
