That’s called a “document dump”, an evil technique the public agency uses, usually without even being asked, used to obfuscate the evidence. They are under no requirement to affirm the significance of any document. That’s one reason (among others) the APRA is worthless and weak. That’s why our negligent city council needs to do its job.
