The article states the union president “disclosed that the department is planning a promotional ceremony Feb. 20 at the Crowne Plaza where 60 firefighters – including Chief Peter McMichael, who has never been officially sworn in – will be promoted.”

Commenters have clarified this further, saying the public is barred from the event. In my opinion, the correct way to do this is to hold a public ceremony, so the taxpayer, who is footing the bill for the increased salaries that come with promotions, can see first hand the first responders they otherwise would only likely meet in more strenuous circumstances. Then, after that was over, the union could hold its own private gathering.
