The COS documents are destroyed and there is no accounting for who owes who how many days. COS resulted in numerous FBI/ JUSTICE DEPT. and IRS investigations, with arrests for manipulation using COS. I know for a fact that there are people on the dept. who pay others to work their shifts so that they can work another job or run another business. I would rather not mention names but as you know, I am not opposed to it. So lets just agree to disagree on the COS. By the way, you should know that in fact the chief did admit tot he council that a premium is paid on COS if a higher rank fills in for a lower rank. It is on tape during the budget hearings of 2018 on May 29.
