That makes no sense. The only way it could cost more would be firefighter abusing benefits. Scheming, fake IOD'S, manufactured sick outs, and just plain mismanagement. Common sense 45 less WFD personnel. Less all their associated costs and benefits. Nothing else could explain it. Period.
