The point is that when there are an adequate number of floaters per shift OT is not out of control. Mr. Cote continually refers to the Q1 numbers. Indeed a high percentage of vacation vacancies were being filled at OT pay during this time. Thats because it was summer( more FF are out per shift on vacation) and the department was understaffed by approximately 20 FFs. But it was nowhere near 100% of vacation vacancies being filled at OT. Halfway through Q2, OT significantly slowed. Its disingenuous to claim the yearly OT budget was out of control even with a fully staffed department, when 76% of OT shifts worker happened in the 4 1/2 months of the fiscal year before the new FFs were hired.
