The driver, a criminal, posed a clear and immediate danger to the public. Police are trained to shoot-to-kill, or to not shoot at all. When they remove their weapon for any reason, they are fully prepared to kill an assailant. This nonsense of 'shooting out the tires' is espoused by those who have watched too many movies. Police did what was called for in the moment. Period.
