Warwick Police Log 07/30/20

DUI

At approximately 11:40 p.m. on July 17, Officer Cody Wild responded to the parking lot of McKinley’s Pub on Division Street for a reported motor vehicle accident.

At the scene, Wild spoke with two witnesses who said they had observed the vehicle in question in the parking lot of the establishment. When the vehicle’s operator went inside the building, they said, its sole passenger entered the driver’s seat, took off up the road and struck a fence.

“He then turned around and then headed back down toward McKinley’s, put the car in neutral, then jumped out and jumped into the passenger seat,” the witnesses told Wild. Additionally, the operator told Wild he had gone back inside the establishment to pay his bill when his passenger took control of the vehicle.

Wild then made contact with the passenger, who he reports “had slurred speech, severely bloodshot and watery eyes, and appeared to be unsteady on his feet.” The man reportedly acknowledged consuming alcohol that night and refused to submit to field sobriety testing. A records check additionally found the man’s license was suspended and that he had previous convictions for driving with a suspended license.

Evan O’Neil, 31, 168 Transit St., Apt. 2, Providence, was arrested for suspicion of driving under the influence and transported to Warwick Police headquarters for processing. While at headquarters, he is said to have refused a chemical breath test.

O’Neil was later released into the custody of a sober adult with a summons to appear in Third Division District Court on charges of driving under the influence and driving with a suspended license, third or subsequent offense. He was additionally cited for refusal to submit to a chemical test.

SHOPLIFTING

Just after 5 p.m. on July 14, Officer Maxwell Neiley responded to Walmart at 650 Bald Hill Road for a report of shoplifting. Dispatched advised that a female suspect was in the custody of asset protection personnel.

At the scene, an asset protection officer told Neiley that the woman had been observed bagging merchandise from the stationary aisle before exiting the store without making any attempt to pay for the concealed items. The woman was met outside the story by asset protection personnel and escorted back inside the store, where she was found in possession of various merchandise – including clothing and household items – with a total value of roughly $434.

There were two juveniles accompanying the woman, although she is said to have taken full responsibility and told police the juveniles were not involved in the incident. The juveniles were later picked up at the scene by family members.

Shannon Vongsavang, 25, 189 Unit St., Apt. 1, Providence, was arrested on a charge of shoplifting and transported to Warwick Police headquarters for processing. She was later released with a summons to appear in Third Division District Court.

LARCENY

Just after 11 p.m. on July 14, Officer William Holz and other officers were dispatched to a Fern Street home for a report of an unknown male in the backyard. Dispatch advised that the man had been looking at the grill at the property and fled on foot when approached.

Officers unsuccessfully checked the area for the man, who was described as white and standing approximately 5 feet, 8 inches tall with a medium build. The homeowner told police he had heard someone outside his home and noticed the motion-activated light on his garage was lit. He then walked outside to confront the man in his yard, at which point the man fled down Fern Street heading away from Warwick Avenue.

Officers in the area were asked to conduct additional patrols. The matter was documented. ***

At approximately 4:42 p.m. on July 15, Officer Kevin Warren spoke with a reporting party by phone regarding a larceny complaint.

The reporting party told Warren that an outboard motor had been stolen from his boat, which was dry docked at a local marina. The reporting party said he had last seen the motor when the boat was put into dry dock in November 2019, and he discovered it was missing on July 11. Warren reports the man could not provide the motor’s make, model or serial number. The man reportedly told Warren he had checked with the marina’s staff, who indicated they had not removed the motor and did not have it in storage. The man also said there was security camera footage at the site, although it would be impossible to review it given the months-long timeframe involved.

The matter was documented.

At approximately 12:14 p.m. on July 20, Officer Gregory Accinno responded to a Sumner Avenue home for a report of larceny. Dispatch advised that a man had been observed in the area breaking into other vehicles, periodically getting into a blue Toyota Camry with tinted windows and a license plate cover as he moved through the neighborhood.

At the scene, the reporting party told Accinno that the suspect had been recorded taking change from the center console of a pickup truck parked at a neighboring property. That video was provided to police.

Officers checked the area for the suspect’s vehicle but were unsuccessful. Additional checks of the area were requested, and the matter was documented.

At approximately 9:18 a.m. on July 21, Officer David Boardman responded to Ryder Truck Sales LLC at 7 Jefferson Blvd. regarding a larceny complaint.

At the scene, the reporting party told Boardman that the entire exhaust system and wiring harness had been stolen from one of the tractor trailer units at the business. The stolen parts were valued at between $10,000 and $13,000.

The reporting party told Boardman he noticed on July 18 that the padlock on the business’s back gate had been cut. No security camera footage was available. The matter was documented.

Just before 5 p.m. on July 22, officers Charles Austin and Michael Rocchio responded to the Warwick Terrace Apartments at 2215 Elmwood Ave. for a report of a stolen bicycle.

At the scene, the reporting party told the officers he had locked his bicycle – a Gary Fisher signature edition, colored red, silver and black, with a value of between $1,500 and $2,500 – on the front railing of the steps to his apartment at approximately 6 p.m. on July 20. He discovered the bike was missing at approximately 5 p.m. on July 21.

Security camera footage from the location was requested. The matter was documented and forwarded to detectives.

VANDALISM

Just before 9:15 a.m. on July 23, Officer David Boardman responded to the Cru Hotel at 1850 Post Road for a report of vandalism to two vehicles.

At the scene, the reporting party told Boardman she had arrived at the hotel just before midnight the night before. That morning at 8:30 a.m., she returned to the vehicle – a 2005 Mazda MPV – and found it had been vandalized. The vehicle’s passenger-side window was smashed, there was a large dent in the passenger-side door, both side-view mirrors had been broken off, both windshield wipers had been broken, a glass bottle had been placed under a tire, the bumper was cracked and an antenna was damaged. Nothing had been stolen from the vehicle, however.

Boardman also discovered another vehicle in the lot, a 2003 Honda Civic, had been vandalized. Multiple windows on the vehicle had been smashed. Boardman was unable to make immediate contact with that vehicle’s owner.

No suspects were immediately identified, and no security camera footage was available. The matter was documented.

SUSPENDED LICENSE

At approximately 10:44 p.m. on July 20, Officer David Boardman responded to the area of 541 Airport Road for a report of a two-car accident.

At the scene, Boardman met with the operator of one of the vehicles involved, a 2012 Toyota Camry. A records check revealed the operator’s license was suspended and she had two previous convictions for driving with a suspended license.

Kristina Marie Case, 25, 201 Briarbrook Drive, North Kingstown, was arrested on a charge of driving on a suspended license, third or subsequent offense, and transported to Warwick Police headquarters for processing. She was later released with a summons to appear in Third Division District Court.
