Another reason for not releasing reports is the existence of ongoing federal investigations, as alleged by Mr. Cote. That would also explain city officials ongoing silence. This is confusing though, because usually officials under investigation will resign (or bail and parachute to a soft landing . . how many times have we seen that happen), so their duties can be performed unimpeded by others. Here it looks like the entire government leadership would have to resign, if they’ve all had a hand in some of this, so that escape mechanism could actually cause more problems for those involved. This is just my theory, the council needs to give an answer. Still haven’t seen an answer to my question, asked days ago.
