A private citizen has little power here, except maybe at the ballot box. Each and every year the people have the right to know the state of the city finances, and the ONLY event where that can happen has been shelved. To the extent this act of defiance conceals poor financial management and other red-flag information, it also protects the responsible officials’ electability in the upcoming election. In other words, when you vote, they want you to be as uninformed as possible. It’s incredible they’re able to do this in plain sight.
