Why does Mr. Howell think S&P is offering some kind of political endorsement (1st paragraph)?
Maybe its because the annual financial audit for the year ending June 30, 2019 (due no later than Dec 31, 2019) is missing. How does that translate into a AA credit rating, or any rating at all ? This is a gradually-failing city in an evil leftist state, and it is interesting (but disturbing) to see how many ways there are to gloss that over.
