Judging from the sunny warm state of Florida that has opened many beaches (sand in my toes today) I wold render the opinion that based upon these photos the state has far too many first responders. If this amount of apparatus has left its assigned geographical area and not proliferated a compromised condition of the residents, then clearly they are over staffed.
