Merolla is correct. There should be one officially-appointed person, not several quasi-officials. One person allows for uniform oversight. One person means no plausible deniability when issues overlap. The Mayor himself appears to be essentially filling the role of city solicitor, as close as anyone can without actually admitting to it. This is an infringement on the council, who are entitled to a solicitor. Also, these quasi-officials are all attorneys, all “officers of the court”, sworn to uphold the law. The law includes the charter. By acting “to fulfill the duties normally spearheaded by one solicitor” they are helping trample the charter. They should not allow themselves to be used this way.
