One of the biggest issues faced is contracts approved over the past 18 years cannot just be broken. You can't just rip it up null and void and start over. No union is going to give up what they currently have so stating we need to start with that is naive. It will take a lot of time and money (we don't have) to get out of the hole we have been digging for 2 decades.
