No I am not confusing anything. The Schools received $1.4 million of new tax dollars in the last 10 years the school budget is lower than in 2010, so under funded and mismanaged they still ultimately saved the city tax dollars but squandered what they did have..
Just like anything else if you don't properly reinvest at a proper level this is the end result...
