This is just an example of a grand waste of time, energy and resources. A great way for residents to combat the "nuisance" of an ever increasing bird / rodent population is cats. Forget costly legislation and the additional time / energy of the police that would be wasted responding to the inevitable multitude of petty calls that would flood the police department and let the cats so what cats do; hunt. It sounds crazy but farms have been using feral cats to combat mouse problems for years and cities like D.C. and Chicago have started using them too. It's a great way to kill two birds with one stone (no pun intended); helping feral cats and keeping the rodent population at bay, and it would cost the city far less than it would to police resident's with bird feeders.
