thx guys. suzzyq you have a very valid complaint. the only counterpoint I can think of is that funding for public projects changes depending on the circumstances. if your sewer assessment was lower, then the excuse to break out repaving to the general fund could be justified on the basis that new sewer projects are more expensive than past ones. just a thought.
