Sewers were brought in to different parts of the city at different times. Did they charge all taxpayers for the cost of the roads at that time or just the residents living on those particular streets? I am all for sharing the burden in support of the general overall quality of our city but how fair would it be to the rest of the city residents who had to pay the bill without the same assistance?
