Department members are entitled to vacation time based on years of service. All vacation picked for a calendar year is done prior to the start of that year based on seniority and by platoon. because there is a limited numeber of FFs allowed to be on vacation on a given shift, the purpose of the section you quoted regarding summer months, school vacation, and holiday weeks is to ensure a relatively equitable distrubution of "prime" weeks among the members of a platoon. when choosing vacation each member would be capped at using 12 days within that period with any other vacation time a FF is entitled to having to be used outside those months/weeks etc. There are several ways a FF could end up with 12+ prime vacation days. Vacation spots open up from time to time due to retirements, promotions, or changing of assigned positions. But any vacation time that opens up would have to be offered to every member of a platoon in order of seniority before a FF could move "non prime" vacations to a "prime" vacation time.

Regardless of any of the above. None of this would affect OT. There are still a maximum number of FFs allowed to be on vacation on any given shift. As your documents show, there are 6 members out per shift during "prime" weeks and upto 5 members out during "non prime" weeks. That doesn't change! Its just a matter of who takes vacation when. and to reiterate...VACATION CAN NOT BE BANKED!

I'm still not sure what any of this has to do with COS. or why it matters that a member takes a COS on the last night of a tour or their first day back. If COS are being repaid, in a mutual exchange of time, there is no issue.

And we can agree on something. The scandals in Boston and Kansas City are egregious and constitute fraud. I just see no evidence of such abuse in the WFD.
