You are correct, vacation time and sick time aren’t used when a “swap” is used. Vacation time cannot just be used when you want. There is a system in place once a year to pick your vacations by seniority. Meaning if you have less than 5-8 years on the job your not getting a vacation in the summer. So how would you get the time off to attend a wedding, graduation, child birth, etc... you certainly can’t use sick time. Sick time is for when your sick. “Swaps” cost the city zero dollars.
