What wonderful news! The union didn't take the absolute worst and illegal steps that it could have!

The 400 to 500 teachers who are not in the union or did not participate in the PR stunt of the no-confidence vote should feel so reassured that, amidst the worst labor conflict the city has seen in years, their union's president is taking time to ensure that everyone knows how bad it could have been.
