There's a direct correlation between the 30 States including RI which instituted ObamaCare and the increase in opium / opioid abuse and overdoses; also, while prescription medication abuse has leveled off and declined about 16%, the number of those who continued abusing non-prescription forms has increased because doctors were so quick to write prescriptions which others (taxpayers) were paying for.

I believe we're focusing on the wrong group as victims...
