DUI

Shortly after 1:30 a.m. on Feb. 26, Officer Nia Pina responded to a report of an erratic operator on West Short Road.

The reporting party told dispatchers he had almost been struck by a GMC pickup truck, which struck a curb and was now stopped in a bank parking lot. The male operator of the vehicle, the reporting party told dispatch, was “staggering around while trying to look at their tire.”

Pina arrived at the scene and located the operator and his vehicle. As she approached the man, she reports she “immediately detected the odor of an alcoholic beverage emanating from his breath.” She additional observed his “eyes to be bloodshot and watery and his speech to be slurred.”

The man is said to have acknowledged consuming alcohol that night but denied he had been driving the vehicle, claiming his friend had been behind the wheel but had fled the area. He is also said to have refused to undergo field sobriety testing.

Raymond J. Bagley III, 25, 12 Green St., West Warwick, was arrested for suspicion of driving under the influence and transported to Warwick Police headquarters for processing. While at headquarters, he is said to have refused a chemical breath test.

Bagley was held pending a court appearance on a charge of driving under the influence. He was also cited for refusal to submit to a chemical test. ***

At approximately 6:45 p.m. on Feb. 27, Officer Ryan Costa was conducting a fixed traffic post on Elmwood Avenue when he observed a 2008 Jeep Patriot traveling east on Elmwood Avenue.

“The vehicle had its left turn signal activated as it continued traveling eastbound and swerved over the center line,” Costa reports.

Costa followed the vehicle to the Post Road intersection. Its operator was “aggressively feathering the brakes” during the approach to the stop light, the officer reports, and when the light turned green, the vehicle turned left onto Post Road, “nearly striking the vehicle next to it.” As the vehicle continued north, it “abruptly changes lanes, and almost struck the curb.”

Costa initiated a motor vehicle stop, but as he approached the vehicle, it began to roll backward toward him. After verbal commands, the female operator – who “appeared to be disoriented” – applied the brakes and put the vehicle in park.

Costa reports the operator exhibited “bloodshot, watery eyes,” and that an odor of alcohol emanated from inside the vehicle. He also observed an open 40-ounce bottle of beer in the vehicle’s center console.

The operator is said to have acknowledged consuming alcohol earlier that day and agreed to undergo field sobriety testing, which she reportedly failed.

Deyanira Almanzar, 42, 58 Hathaway St., Apt. 3, Providence, was arrested for suspicion of driving under the influence and transported to Warwick Police headquarters for processing. While at headquarters, she is said to have refused a chemical breath test.

Almanzar was later released into the custody of a sober adult with a summons to appear in Third Division District Court on a charge of driving under the influence. She was additionally cited for refusal to submit to a chemical test, presence of alcoholic beverages with operating/riding in a motor vehicle and laned roadway violations.

INTENT TO DEFRAUD

On Sept. 16, 2020, Officer Albert Marano Jr. responded to the Hertz location at 40 Senator St. for a report of an overdue rental vehicle.

At the scene, an employee at the store told Marano that a woman had rented a 2020 Toyota Corolla with Pennsylvania registration plated on April 1 of that year. The rental agreement provided for the vehicle’s return by April 22.

According to the employee, the woman’s credit card was declined and several attempts to reach her proved unsuccessful. Certified mail was also sent to the woman’s listed address in Johnston. As of Sept. 16, Hertz was owed an outstanding balance of nearly $4,000 for the vehicle in question.

Based on the visit and the available evidence, Marano sought a warrant for the woman’s arrest on a charge of obtaining vehicles with intent to defraud.

On Feb. 27 of this year, Officer Tyler Luiz was conducting a routine patrol when he observed a 2004 Honda Civic pass through the intersection of Jefferson Boulevard and Lincoln Avenue. The vehicle had a temporary Rhode Island registration plate that was “bent over” and “not visible.”

Luiz initiated a motor vehicle stop and made contact with the operator, who claimed she had purchased the vehicle a few months prior. She also said she had the new registration plates but had not mounted them.

A records check found the temporary registration had expired in August, while the vehicle’s VIN was associated with an Oklahoma registration. Additionally, the operator was found to be wanted on the active Warwick arrest warrant sought by Marano in September 2020.

Jessica Simarra, 37, 13 South Fairview St., Johnston, was taken into custody on the warrant and transported to Warwick Police headquarters for processing.

Simarra was later released with a summons to appear in Third Division District Court. She was additionally cited for visibility of registration plates and temporary registration plate expired.

 LARCENY

At approximately 9 a.m. on Feb. 22, Officer Rahja Laster responded to Ryder Vehicle Sales on Jefferson Boulevard regarding a reported larceny.

At the scene, the reporting party told Laster than on Feb. 20, it was discovered that batteries had been stolen from four freightliners parked in a nearby parking lot. Each truck contains three batteries, the reporting party said, and eight were missing. The missing batteries were valued at a combined $800.

The reporting party told Laster the thefts must have occurred sometime between Feb. 12 and Feb. 20. A similar incident had occurred Feb. 12, he told the officer.

No security camera footage was immediately available. The matter was documented and forwarded to detectives.

At approximately 4:30 p.m. on Feb. 26, Officer Kyle Fitzsimmons responded to a Warwick Avenue home for a report of a stolen package.

At the scene, the reporting party told Fitzsimmons she had received electronic notification that an order from the online pet supplies retailer Chewy had been delivered to her home at approximately 2:30 that afternoon. When she checked for the package a short time later, however, it was gone.

The matter was documented.

Just after 4:30 p.m. on March 1, Officer Brenen Cardoza responded to a Brendard Avenue home for a report of a lost registration plate.

At the scene, the reporting party told Cardoza he had parked his Ford F-150 in the home’s parking lot at approximately 11 p.m. on Feb. 28. When he returned to the vehicle at approximately 10 a.m. on March 1, its rear plate – and the two bolts holding it in place – were gone.

The reporting party said he replaced the missing plate with the second plate for the vehicle, which had not been affixed previously.

The missing plate was entered into police records as stolen. The matter was documented.

At approximately 11:30 a.m. on March 3, Officer Robert Canis-Langlais responded to a West Shore Road home for a report of a stolen motorcycle.

At the scene, the reporting party told Canis-Langlais his 1970 Honda CB350, valued at approximately $200, had been taken overnight. The man said he had consistently parked the motorcycle on his property’s front lawn “for several years.”

No suspects or witnesses were immediately identified. The matter was documented.

SHOPLIFTING

Just before 7 p.m. on Feb. 28, Officer Kevin Warren responded to the Walmart at 840 Post Road for a report of a shoplifting incident in progress.

Dispatch then advised that the suspects had fled the scene in a white Jeep, possibly with California registration, heading south on Post Road. The vehicle was not located following a check of the area.

At Walmart, Warren spoke with an asset protection officer, who said a man and a woman had been observed inside the store with s hopping cart filled with two 12-packs each of Red Bull and Monster energy drinks.

According to the asset protection officer, the man then selected a black duffel bag from a shelf and removed its tags. He is said to have concealed the Red Bull drinks in the duffel bag, while one of the Monster drink packs was placed in a separate reusable grocery bag.

The man and woman then exited the store without making any attempt to pay for the items, ignoring store personnel on the way out the door. The combined value of the stolen drinks was $77.63, according to Walmart.

The matter was documented and forwarded to detectives.

At approximately 2 p.m. on March 1, Officer Randy Bell responded to the Walmart at 840 Bald Hill Road for a report of a shoplifting suspect in the custody of asset protection personnel.

At the scene, an asset protection associate said the female suspect had been observed failing to scan multiple items as a self-checkout station before exiting the store without making any attempt to pay. The items the woman failed to scan, which were recovered, had a combined value of nearly $160.

Destiny Alvarez, 27, 50 Manchester St., Warwick, was arrested on a charge of shoplifting and transported to Warwick Police headquarters for processing. She was later released with a summons to appear in Third Division District Court.

Just after 4 p.m. on March 5, Officer David Gaulin responded to the Walmart at 650 Bald Hill Road for a report of a shoplifting in progress.

At the scene, the male suspect was in the custody of asset protection personnel. Employees said the man had been observed concealing shirts on his person while inside the store before exiting without making any attempt to pay for the items. According to Walmart, seven items with a combined value of nearly $80 were recovered.

Jamiel C. Palmer, 28, 56 Walnut St., Apt. 1, East Providence, was arrested on a charge of shoplifting and transported to Warwick Police headquarters for processing. He was later released with a summons to appear in Third Division District Court.

SUSPENDED LICENSE

Just before 2:30 p.m. on March 4, Officer Evan Brown was conducting a fixed traffic patrol on Bald Hill Road when he observed the operator of a 2010 Toyota Avalon using a handheld mobile device while driving.

Brown initiated a motor vehicle and made contact with the operator, who was found through a records check to have a suspended license and at least two previous convictions for driving with a suspended license.

Jordan Tasia, 29, 5 School St., Johnston, was arrested on a charge of driving with a suspended license, third or subsequent offense, and transported to Warwick Police headquarters for processing. She was later released with a summons to appear in Third Division District Court.

WARRANTS

Just before 6 p.m. on Feb. 18, Officer Michael Bailey was conducting a routine patrol on Interstate 95 north when he observed an Acura TL traveling above the speed limit. Bailey clocked the vehicle at 66 mph in a 55 mph zone.

Bailey initiated a motor vehicle stop and made contact with the male operator, who was found through a records check to be wanted on an active bench warrant issued from Sixth Division District Court.

Joseph Rosario, 33, 59 Follett St., Apt. 2, East Providence, was taken into custody on the warrant and transported to Warwick Police headquarters for processing. He was later taken to the Adult Correctional Institutions pending a court appearance.

Shortly after 12:30 p.m. on Feb. 24, Officer David Boardman was conducting a patrol on Jefferson Boulevard when he “observed two males walking through the abandoned parking lot between the Courtyard Marriott and La Quinta at 36 Jefferson Blvd.”

Boardman reports the men were carrying duffel bags, which they put down before “crouching behind a vehicle in the La Quinta parking lot.”

Boardman approached the man and asked for their identification. A records check then revealed one of the men was wanted on an active bench warrant issued from Superior Court.

Ryan Laliberte, 34, 500 Mendon Road, Apt. 128, Cumberland, was taken into custody on the warrant and transported to Warwick Police headquarters for processing. He was later taken to the Adult Correctional Institutions pending a court appearance.

Shortly before 8 p.m. on Feb. 28, Officer David Gaulin responded to the area of Bald Hill Road and East Avenue for a report of a passenger refusing to leave a RIPTA bus.

As the scene, Gaulin located the bus and made contact with the passenger, who said he was unable to find his bus pass. A records check then found the man was wanted on an active arrest warrant issued from Pawtucket Police.

Christopher A. Hughes Duarte, 30, 67 West Park Place, Apt. 3, Woonsocket, was taken into custody and transported to Warwick Police headquarters for processing. He was held pending his transfer to the custody of Pawtucket Police.
