Police Log - 10/24/19

DUI

Just after 6:30 p.m. on Oct. 12, Officer Anthony J. D’Abrosca was conducting a traffic patrol at the LA Fitness location at 1500 Bald Hill Road when a vehicle stopped behind his cruiser. The officer flashed his cruiser’s emergency lights and waved for the vehicle to go around him, but it did not move.

D’Abrosca then exited his cruiser and made contact with the male operator of the vehicle. When the man rolled down his window, the officer reports smelling a “pungent odor of alcohol emanating from the vehicle.”

“While speaking with [the operator], I observed his face to be blotchy, his eyes to be watery and bloodshot and he had the odor of an alcoholic beverage emanating from his breath,” the officer reports.

The man is said to have acknowledged consuming alcohol that day and agreed to undergo field sobriety testing, which he reportedly failed.

Ronald Thomas Ucci, 54, 550 Seven Mile Road, Hope, was arrested for suspicion of driving under the influence and transported to Warwick Police headquarters for processing.

D’Abrosca reports that a subsequent inventory of Ucci’s vehicle revealed “numerous empty nips in a brown paper bag in the center console.”

While at headquarters, Ucci is said to have refused a chemical breath test. A records check also revealed he had a previous conviction for driving under the influence and had been ordered by the court to use an ignition interlock system, which was not in his vehicle at the time of his arrest.

Ucci was issued summonses to appear in Third Division District Court on charges of driving under the influence, second offense, and ignition interlock system imposed by court. He was additionally cited for refusal to submit to a chemical test.

Ucci was later transported to Kent Hospital.

SHOPLIFTING

Shortly before 4:30 p.m. on Oct. 14, Officer Maxwell A. Neiley responded to the Walmart location at 650 Bald Hill Road for a report of shoplifting. Dispatch advised that a male suspect was in the custody of loss prevention personnel at the store.

At the scene, a loss prevention officer told Neiley that the suspect had been observed selecting multiple watches and two packages of socks and placing the items in a shopping cart.

The suspect then entered a restroom for several minutes, during which time he allegedly unpacked the watches and concealed them in his clothing. The man then proceeded to checkout but only paid for the socks before exiting the store. At that point, he was met by loss prevention and escorted back inside.

According to the loss prevention officer, 13 watches with a combined value of $401.88 were recovered.

Tamba Woundaa, 49, 500 Kilvert St., Apt. 24, Warwick, was arrested on a charge of shoplifting and transported to Warwick Police headquarters for processing. He was held pending an appearance before a bail commissioner.

Just before 3:30 p.m. on Oct. 15, Officer Anthony J. D’Abrosca responded to the Macy’s at Warwick Mall for a report of shoplifting in progress. Dispatch advised that a male suspect had been observed walking southbound on Bald Hill Road.

Upon arriving in the area, D’Abrosca observed the suspect walking under the Interstate 295 overpass. The suspect is said to have noticed the police cruiser and started to run up a hill toward Interstate 95 south. At that point, the officer lost sight of the suspect, and checks of the area by Warwick Police and Rhode Island State Police proved unsuccessful.

D’Abrosca then responded to Macy’s, where a loss prevention associate told him the suspect had selected and concealed a vest valued at $100 before exiting the store without making any attempt to pay.

Security camera footage was obtained and the matter was forwarded to detectives.

At approximately 4:30 p.m. on Oct. 16, Officer Justin N. Martin responded to the Dick’s Sporting Goods location at 650 Bald Hill Road for a report of shoplifting.

At the scene, an employee of the store told Martin that just before 4 p.m., a man entered the store, put on a yellow North Face jacket and gray North Face hat, and walked out while wearing the items – which still had their tags – and without making any attempt to pay. The man set off security sensors and exited the scene in a black BMW 238xi.

The jacket was valued at $250 and the hat was valued at $29. Security camera footage was obtained and the matter was forwarded to detectives.

LARCENY

At approximately 12:30 p.m. on Oct. 4, Officer Robert J. Canis-Langlais responded to a Samuel Gorton Avenue home regarding a larceny report. At the scene, the reporting party told Canis-Langlais that a package of stainless patio decking hardware valued at approximately $1,300 had been delivered to his home earlier that day but was now missing. There were no suspects or witnesses.

At approximately 11:19 a.m. on Oct. 8, Officer Thomas W. Greene responded to American Picture Frames Inc. at 1094 Bald Hill Road for a report of larceny. Dispatch advised that a catalytic converter had been taken from a truck.

At the scene, the reporting party told Green that he had used the vehicle – a 2004 Ford E350 box truck – on the morning of Sept. 24 and it sounded normal. When he started it on the morning of Oct. 7, however, it sounded abnormally loud, and a mechanic subsequently confirmed that its catalytic converter had been removed.

The truck had been parked outside the business during the Sept. 24-Oct. 7 timeframe, the reporting party said. No security camera footage was immediately available, and the matter was forwarded to detectives.

Shortly before 2 p.m. on Oct. 15, Officer Brian J. Holleran responded to Conley Casting Supply Corp. at 124 Maple St. regarding a report of larceny.

At the scene, an employee of the business told Holleran that approximately 200 pounds of scrap metal had been stolen from the location. The employee said that between 12:45 p.m. and 1:15 p.m. on Oct. 6, a man in a burgundy Dodge Dakota pulled into the rear of the business and loaded the metal into his vehicle.

The business did not wish to press charges, but asked that the suspect be issued a no-trespass order if he were identified. The matter was documented.

SUSPENDED LICENSE

At approximately 5:20 p.m. on Oct. 14, Officer Derek Mourato was on patrol on East Avenue when he observed the operator of a 2014 Ford Fusion not wearing a seat belt.

Mourato initiated a motor vehicle stop in the area of Baker Street and made contact with the male operator and female passenger. The operator is said to have advised the officer that his license was suspended, which was then confirmed through a records check. The check also found the operator had two previous convictions for driving with a suspended license.

Michael J. Decosta Jr., 23, 57 Battery St., third floor, Providence, was arrested on a charge of driving with a suspended license, third or subsequent offense, and transported to Warwick Police headquarters for processing. He was later released with a summons to appear in Third Division District Court. He was additionally cited for not wearing a seat belt.

On Oct. 15 at approximately 2:22 a.m., Officer Brenen J. Cardoza was on patrol on West Shore Road when he observed a westbound vehicle without an illuminated rear license plate. A check of the registration found it was suspended.

Cardoza initiated a motor vehicle stop and made contact with the male operator and female passenger. The operator is said to have told the officer he had a suspended license and several prior convictions for driving with a suspended license, which was confirmed through a records check.

Curtis K. Silva Jr., 39, 40 What Cheer Ave., Providence, was arrested on a charge of driving with a suspended license, third or subsequent offense, and transported to Warwick Police headquarters for processing. He was later released with a summons to appear in Third Division District Court. He was additionally cited for operating a vehicle with suspended registration and illumination of rear registration plate.
