ASLEEP AT THE WHEEL

On April 22 at approximately 1:35 a.m., Officer David Boardman and other members of the department were dispatched to the area of 1645 Warwick Avenue for a report of a driver asleep at the wheel.

At the scene Officer Boardman approached the silver Jeep, which was in the middle of the southbound lane of travel in the far right lane of Warwick Avenue, blocking the entrance to the Gateway Plaza parking lot. He made contact with the driver, later identified as Edrick Ramsey, 44, of 20 Klondike Street in Providence, who was slouched over the center console and appeared to be asleep.

According to the report, officers banged on the window for several minutes until Ramsey responded. Ramsey was wearing one shoe and had the other on his lap. When asked what he was doing, he stated that he pulled over because his eyes were heavy and then he fell asleep. He said he was coming from Providence and was heading to a friend’s party but that his GPS got “messed up” and he became lost.

While officers spoke with Ramsey, he continued to fall asleep and then wake up again and appeared sleepy and confused. His eyes appeared to be mildly bloodshot, and Ramsey told officers that he did not consume any alcohol but did smoke marijuana earlier.

Ramsey was asked to submit to a series of standardized sobriety tests, which he agreed to. When the tests were completed, Ramsey again denied drinking any alcohol, but stated earlier that he had used marijuana and that he had “dabbled with five lines” earlier as well. A search of his person revealed a bent spoon with brown, burnt residue on it that officers reported was consistent with a spoon for cooking heroin. Ramsey said the spoon was from eating earlier in the night, and there was not enough residue on the spoon to be tested.

Based upon Ramsey’s performance during the tests and the officers’ experience, he was deemed unfit to operate a motor vehicle and arrested. Because officers did not detect the smell of alcohol on Ramsey, he was taken to Kent Hospital for a chemical blood test. There, Ramsey stated, “I told you what I did. I did some drugs and took some pills but I didn’t drink any booze tonight. You’re not getting anything else out of me.”

Ramsey was issued a citation for driving under the influence of drugs or alcohol, first offense, refusal to submit to a chemical test, operating an unregistered motor vehicle and prohibited parking/stopping on the side of a roadway. MOTOR VEHICLE LARCENY

At approximately 11:30 a.m. on April 19, Officer Russell Brown responded to a Budlong Avenue residence for a report of a larceny from a motor vehicle.

At the scene he spoke with the complainant, who stated that at around 6:30 a.m. when the car was opened it was observed that items in the car had been thrown about and appeared to have been rummaged through. A second car at the residence was also opened and searched by an unknown suspect.

Surveillance footage of the residence shows that at approximately 4:20 a.m. a female wearing a hood and carrying a black backpack was observed entering the vehicles. Sunglasses, reading glasses, phone chargers, ear buds and loose change, with a combined total value of approximately $300, were taken. Currently, there are no witnesses, but the complainant would pursue a complaint if the suspect were located.

STOLEN TABLETS

Officer Christian Vargas responded to the Bald Hill Road Buffalo Wild Wings on April 16 at 5:44 p.m. for a report of two stolen tablets.

At the restaurant the officer met with the reporting party, who stated he and his family finished eating their dinner at around 5:05 p.m. and left the establishment. Shortly thereafter, he realized that his two sons had left an Apple mini and a Samsung tablet at the table. The then returned and found the tablets gone.

The manager on duty tried to review security footage but was unable to do so as she kept getting error messages. The waiter of the table also stated that they did not recall seeing the tablets after the family left. The complainant wishes to press charges if a suspect is found.

STOLEN TIRES

On April 22 at 9:13 p.m., Officer Damian Andrews responded to the Crowne Plaza for a report of stolen tires and rims. At the hotel the officer met with security, who directed him to the back of the parking lot where the vehicle was located. He observed that the tires and rims were missing and that the car was resting on small bricks.

The owner indicated that he had parked his car around 7:50 p.m. for an event at the hotel. There are currently no suspects or witnesses.

COUNTERFEIT

A complainant visited the Warwick Police Department on April 23 around 3 p.m. in reference to a stolen phone and a counterfeiting question.

Upon meeting with Officer Darren Parrillo, the woman stated that she sold a phone on Craigslist a few days prior and realized the currency given to her was counterfeit. She stated that on April 18 she sold a white iPhone 6 to a young white male in the Bald Hill Road Target parking lot for $300. When she returned home, she realized that the three $100 bills were fake. She turned the bills over to Officer Parrillo.

She provided the phone number of the male suspect used in the transaction. The victim was then advised of procedures and told that she would be notified to possibly make an identification of the suspect if needed. The report was then forwarded to detectives for review.

BREAKING AND ENTERING

Officer Adam Arico responded to a Pierce Avenue address on April 24 around 3:30 p.m. for a larceny report. At the residence, the officer spoke with the victim who stated that on April 20 between 2 and 3 p.m. an unknown male suspect approximately 5’10” weighing about 190 pounds was observed attempting to steal a moped from their garage.

The suspect, who fled on foot with the bike, was pursued by the resident who eventually caught up with him. At that time, the suspect threw the moped to the ground and continued to flee. The resident did not get a good look at the suspect’s face. Later that night, the resident returned to the garage and found that drills, pipe fittings and plumbing supplies, with a total estimated value of $210, were missing.

On April 24, the man went to his truck and observed that a 12-volt battery valued at $100 had been stolen from his tow behind trailer. He believed that the same suspect might be involved.

No similar incidents were recently reported in the area, but the resident dues wish to press charges if a suspect is apprehended.
