DRIVING UNDER THE INFLUENCE

On August 4 at approximately 11:30 p.m., Officer Timothy Lipka was advised by dispatch of a suspected intoxicated driver on Post Road by Walgreens in Apponaug.

Upon arrival to the area, Officer Lipka observed a vehicle in front of him on Post Road heading into the rotary at Greenwich Avenue towards Cranston. The vehicle entered the rotary without yielding to traffic already in the rotary. He followed the car while it circled one complete time and then a second complete time while swerving over the lines.

The car then continued onto Greenwich Avenue, exiting the rotary towards Cranston while continuing to swerve. A traffic stop was then initiated nearby to Bragger Street. While the car was pulling off of the roadway, it struck a curb and then came to a stop.

Contact was made with the driver, identified as Jessica Gallagher, 35, of 16 Spruce Tree Lane in Norton, Mass. According to the police report, the officer detected a strong smell of alcohol emanating from the vehicle and Gallagher exhibited signs of intoxication. She stated that she was coming from Blu on the Water and then McKinley’s Pub, that she had two beers and was now heading home.

Gallagher consented to a series of standardized sobriety tests as Officer Aaron Kay arrived on scene to provide assistance. Based upon the officer’s training and experience, and Gallagher’s performance during the tests, it was determined that she was unfit to safely operate a motor vehicle. She was taken into custody and transported to police headquarters.

At the station, Gallagher refused to take a chemical breathalyzer test. During processing, the report alleges that Gallagher told the officer that he was “gay,” was “a Boy Scout,” that he was “just trying to fill [his] quota,” that he should be “happy getting an arrest out of her” and that the incident was his fault.

Gallagher was charged with driving under the influence, first offense, refusal to submit to a chemical test, laned roadway violations and obedience to yield/stop sign. She was later released to a sober adult.

LARCENY

Officer Rose Michel was dispatched to the Post Road Sheraton Hotel on August 8 around 11 a.m. for a report of a larceny from a motor vehicle.

At the scene she met with the reporting party, who stated that on August 6 she parked her vehicle in the first handicapped spot in the parking lot, and was unsure if it was locked. When she returned, she found the car was unlocked and that it had been rummaged through. She also noticed that her Garmin GPS, valued at approximately $300 was missing, and was unaware if any other items were missing. There are currently no suspects or witnesses.

FAILURE TO STOP

While on routine patrol in the area of Oakland Beach Avenue and West Shore Road on August 10 at approximately 11:30 a.m., Officer Albert Marano was flagged down by a motorist in a black Jeep. The vehicle also had a trailer attached and was towing a small dingy boat. The operator stated that he had been involved in a hit and run accident.

According to the report, the complainant said that the suspect vehicle was a green truck and that it was only a few cars ahead of him. He said that the truck struck his trailer and caused damage to his boat.

Officer Marano then conducted a u-turn, got behind the green truck and conducted a traffic stop. The driver of the truck, identified as Miguel Pavao, 44, of 666 Providence Street, Apt. 2 rear in West Warwick, stated that he knew that he struck the trailer however he thought that they were supposed to pull into the Family Dollar lot but that he missed it. He said he continued to drive past the store and thought that he has waved for the other operator to follow him.

According to the complainant’s statement, he was towing his boat south on Oakland Beach Avenue when he was hit near the red light in front of the Family Dollar store by the green truck. He then exited his vehicle to see what happened. The other driver got out of the green truck and he told him to pull over into the parking lot. As the complainant proceeded to get off the roadway to the parking lot, the green truck missed the area. The complainant then followed the green truck until he flagged down the officer.

Officer Marano observed damage to the trailer and to Pavao’s vehicle. Pavao was then taken into custody and transported to police headquarters where he was processed. He was charged with duty to stop accident resulting in damage to attended vehicle, and was held until he was transported to the Third District Court.

SHOPLIFTING

On August 8 at approximately 4:38 p.m. Officer William Holz was dispatched to the Bald Hill Road for a report of a shoplifting. While en route he was informed by dispatch that loss prevention had an adult male suspect in custody.

At the store the officer met with a loss prevention associate who brought him to the security room to the suspect, later identified as Kelvin Perez, 22, of 178 Whittier Avenue in Pawtucket. Security explained that Perez had shoplifted three items from the store. He was observed looking around the auto department, and selected three packs of car lights, which he placed in a shopping cart. Perez also selected a portable car charger as well, then headed to the hardware department where he concealed the lights in the charger box. He then exited the store without paying.

Outside he was approached by security, and escorted back into the store. A total of $94.64 was recovered in good condition.

Perex was handcuffed and taken into custody before being brought to police headquarters. He was given a court summons charging him with one count of shoplifting.
