DRIVING UNDER THE INFLUENCE

On July 29 at approximately 11:17 p.m., Officer Aaron Kay was dispatched to East Avenue for a report of a black van with a possible intoxicated driver traveling east. The reporting party stated that the van entered the Route 95 North on-ramp. With the assistance of Officer Ali Jaafar, the van was brought to a stop near the Cranston city line.

According to the police narrative of events, contact was made with Edwin Santos, 46, of 935 Chalkstone Ave., second floor in Providence. Santos had nine occupants (including himself) in the van, which was only equipped to seat seven. There were four adults and five children as passengers.

Prior to the traffic stop, officers observed that Santos had swerved between lanes and committed several laned roadway violations. When asked where he was coming from, Santos said he had attended a function in West Warwick and was heading home. Officers detected signs of intoxication and a strong odor of alcohol emanating from Santos as they spoke with him. He agreed to partake in a series of standardized sobriety tests.

Based upon his performance, the officers’ interactions and experience, a determination was made that Santos was unfit to operate a motor vehicle safely. He was taken into custody for suspicion of driving under the influence and transported to police headquarters.

Officer Kay then spoke with the vehicle’s occupants. Several child and infant restraint violations were observed. Arrangements were made to have another party come pick up the van and have appropriate transportation provided for the additional passengers in the van.

At the station, Santos consented to a chemical sobriety test, which provided readings of 0.114 and 0.116 percent as a blood alcohol content. He was charged with driving under the influence, first offense, laned roadway violations, no child restraint for a child under the age of eight, and no seat belt for a child over the age of eight.

Santos was later turned over to a sober adult who arrived at the station to pick him up. Due to the circumstances with children in the vehicle, officers also contacted DCYF.

UP IN SMOKE

Officer Raymond Cox and other members of the Warwick Police Department were dispatched to the Post Road Walgreens on July 30 at approximately 8:39 a.m. for a report of a shoplifting in progress. While en-route to the scene officers were advised that a male suspect wearing a blue sweatshirt, jeans, and a New York Yankees baseball hat had stolen 20 packs of cigarettes and had fled on foot.

Upon arrival to the area officers observed a male subject who fit the suspect’s description and he was detained, however witnesses to the theft confirmed that he was not the man who had taken merchandise from the store.

According to a written statement provided by a Walgreen’s manager, a tall black man about 6’ 3” in height with a thin build in his mid thirties ordered 20 packs of cigarettes. The cashier placed the packs in a bag, which was then put on the counter. The suspect then grabbed the bag and ran out of the door. The total value of the stolen merchandise was $181.90.

Video surveillance of the store was available, and Walgreen’s wished to pursue criminal charges if the suspect was found. The report was forwarded to department detectives for review.

STOLEN TRIMMER

! At approximately 11:45 a.m. on July 30, Officer Russell Brown met with a Parkview Avenue resident for a report of a larceny from a shed. According to the complainant, she had left for vacation on July 18 and returned home on July 23. On July 30 she had gone to her unlocked shed to retrieve a Craftsman hedge trimmer, valued at $100, when she realized that it was missing from her shed.

The resident spoke with neighbors, who stated that on July 23 they noticed her shed door was opened and that they closed it for her. Other neighbors stated that toys had been taken from their yard around the same time, but that a police report was not filed. No other items were missing from the resident’s shed. There are currently no suspects.

TAILGATE TAKEN

On July 30 at approximately 4 p.m. Officer Christopher Gillis met with a reporting party in the lobby of the Warwick Police Department in regards to a larceny.

According to the victim, she went to the Greenwich Avenue Lowe’s on July 27 between 1 and 3 p.m. On the back of her vehicle was a black trailer in tow. After purchasing materials and exiting the business, the woman noticed that the back gate portion of the trailer, valued at $1,000, had been taken. The report was forwarded to detectives for review.

SUSPENDED LICENSE

Officer Jacob Elderkin was on routine patrol heading north on Post Road on Aug. 3 when he observed a vehicle attempting to exit the Speedway Parking lot. The car was sticking out into the roadway blocking traffic and creating a hazard, according to the police report.

A check was then conducted on the vehicle’s registration, which revealed that the plates did not match the car they were attached to. A motor vehicle stop was then conducted and the officer made contact with Dennis DePalma, 43, of 92 Brown St. in Pawtucket. Background checks revealed that DePalma had a suspended license. He also had numerous failures to appear for court hearings. He was taken into custody while his female passenger accompanied the tow truck driver as the car was taken from the scene.

DePalma was transported to police headquarters where he was charged with driving on a suspended license, third offence, and misuse of plates. He was later released.
